Resolved Accesslevel "Guests" not available in Megamenu configuration

I have created an access level for guests. This access level is not available when I go to Megemanu configuration. Only Public, Publisher and Administrators is available here. What's wrong?

Solved:
1. change the menu item's access to Public.
2. set the icon in the mega menu configuration.
3. change the menu item's access back to Guest.
