Resolved Local Folder in t3_bs3_blank template

Hi Gardner,
what is the role of the "local" folder in t3_bs3_blank?
Is it the same of the custom.css file?
Why the custom.css file is not present in the local folder?
What are the files that need to be present in the "local" folder? Perhaps only the modified files that we need to preserve from the upgrades modifications?

Nice to see you Sgiobbio,

The local folder is for customization, user's changes. This is to prevent the lost when upgrading. In short, when you change settings from template, the changes will be stored in either database or in the local folder. In case you customize your template, local folder is the best choice as when you upgrade, nothing changes in the local folder. In other word, its user place.
