I have a png logo file that is not resizing as viewport shrinks. Is T3_bs_blank responsive? How can I get the logo image to resize? Can I put a custom html module in the logo position?

Will the T3_bs_blank template resize modules and their content properly when the viewport size reduces? I know I can turn off and resize template positions on the various sizes but I don't see any way to do this for the logo.
